CTGR BUSINESS COUNCIL SEEKS TO AMEND THE BLOOD QUANTUM REQUIREMENT

The Confederated Tribes of the Goshute Reservation (CTGR) seeks a Secretarial Election, pursuant to 25 CFR part 81, to make the following changes to the Constitution and By-Laws of the Constitution and By-Laws of the Confederated Tribes of the Goshute Reservation: Article III – Membership. There are two recommendations for (b) of the section and the tribal members input is needed in order to move forward with this process.

 Currently, the membership requirement in Article III of the Constitution has two requirements – that all CTGR tribal members must be lineal descendants of a Goshute tribal member and possess at least one-fourth (1/4th) Goshute Indian blood.

 However, the CTGR Business Council seeks to amend the Constitutional membership requirements by eliminating the “lineal descendant” requirement.

 In addition, the CTGR Business Council seeks to amend the blood quantum requirement. The degree of total American Indian blood will remain the same at one-quarter (1/4), however, the degree of Goshute Indian blood may change in the Secretarial Election. As a result, the CTGR Business Council officially requests the input from all CTGR adult tribal membership in this blood quantum amendment. The following are the two different versions/options of the proposed amendment that each CTGR tribal member will have the opportunity to vote on:

Option #1:

  1. Possess at least one-eighth (1/8th) degree of Confederated Tribes of the Goshute Reservation Indian blood; and

  2. Possess at least one-eight (1/8th) degree of American Indian blood from any other federally recognized Indian Tribe.

Option #2:

  1. Possess at least one-sixteenths (1/16ths) degree of Confederated Tribes of the Goshute Reservation Indian blood; and

  2. Possess at least three-sixteenths (3/16ths) degree of American Indian blood from any other federally recognized Indian Tribe.

Option #3: Abstaining: decline to vote either for or against a proposal or motion.

Option #4: Opposition to any changes in the CTGR Constitutional membership requirements.
